Abstract

The article describes the process of legislative regulation of the activities of community-focused non-profit organizations in
the Russian Federation at the federal, regional and local government levels. The author analyzes Federal Law 40-FZ “On
Amendments to Certain Legislative Acts of the Russian Federation on the Support of Community-Based Non-Profit Organizations”,
which served as the basis for legislation on the development of non-profit organizations providing services in the social sphere. The
case study of the local government legislation of Kemerovo Region examines the issue of supporting of community-focused non-profit organizations by the municipal authorities and identifies current features and existing problems that hinder the expansion of nonprofit organizations’ involvement in the provision of social services. The paper summarizes some recommendations on the further work of the regional and municipal authorities, the Public Chamber of Kemerovo Region and representatives of the non-profit sector to improve the regulatory framework
