Legislative activity of the deputies of a regional legislature in the Russian Federation (a case study of the council of people’s deputies in Kemerovo region)

Abstract

The article deals with the legislative activities of a regional parliament in the Russian Federation based on the example of the
Kemerovo Regional Council of People’s Deputies. The author summarizes key regulatory documents governing the activities of the
regional parliament. Particular attention is paid to the changes in the composition and peculiarities of the legislature’s work after
the rotation of its composition and new developments related to the change of the head of the regional executive power in the person of the Governor of Kemerovo Region. The study presents statistics on the bills adopted by the regional Parliament for the period from 2008 to 2018 and a qualitative analysis of the legislative activities of the 4th and 5th Councils of People’s deputies based on the results of their work in 2018. In view of the increasing informatization of deputies’ activities, short-term forecast is given with regard to improving the regulatory framework for socio-economic and political development of the region.
