Regulation of public procurement in the Republic of Kazakhstan: international legal analysis

Many foreign countries have accumulated practical experience in managing the process of effective spending of budgetary funds,
including procurement activities. Also, Kazakhstan, despite the little experience in public procurement, still the state has built a more
or less transparent system of these procedures.To see clearly how and how the institution of public procurement has become in
different countries, it is necessary to draw a parallel and make an analysis. For our young state, given that Kazakhstan gained
independence 26 years ago, the process of public procurement began to form not so long ago.Legislation on public procurement in
different countries of the world developed with the peculiarities of legal systems and traditions. Because of this, there are noticeable
differences in the structure of legislation, as well as differences in the ratio of laws (acts) in the total volume of normative documents on the issue of procurement. In this article we would like to consider such countries as the United States, great Britain, Germany, as these countries have a rich historical experience and a very stable economy. One of the main objectives of the development of public procurement system in Kazakhstan is the creation of a unified electronic system of public procurement. And if Kazakhstani specialists take only the first steps to implement this idea, the United States and the European Union have long been using high technology.
