Abstract

According to the Ministry of Regional Development, Construction and Housing and Communal Services of Ukraine, only 78% of
Ukraine’s population is covered by household waste collection services, including 22% of settlements not covered by waste
collection and export services, constitute villages and urban-type settlements. The effectiveness of the existing waste management
system in rural areas is significantly limited by the fact that the borders of neighboring villages are rather blurred, the distance
between them is sometimes measured in hundreds of meters, which leads to a derivative problem - scattered responsibility. In
modern conditions there is an urgent need to create an administrative management system that will be developed separately for each locality, and more specifically for groups of localities that will be clustered in accordance with the interdependence of the relations between them.
As an experiment and building a cluster to create an environmental management system, the territory of the village has been
investigated Babai (Kharkiv district, Ukraine) and Zatishnoe (Kharkiv district, Ukraine).
The article presents the results of calculations of the effectiveness of the developed waste management system, incl.
environmental and economic indicators, while the system is based on the clustering of settlements, taking into account their
relationship with each other and the surrounding natural objects.
