Abstract

In the article the authors consider the characteristics of children with mental retardation based on various literary
sources. Inclusive education is a state policy aimed at the full implementation and social adaptation of all children, children
with disabilities in the educational process, the elimination of barriers that deprive children, regardless of gender, origin,
religion, status, involvement of parents to activity, special support for correctional pedagogical and social needs of the child,
that is, effective training, which preserves the quality of General education. Increase in the number of children with special
educational needs, features of the structure of the national system of special education in Kazakhstan, the use of organizations
of a new type, along with traditional organizations in the field of special education, the creation of specialized organizations
highly specialized in a narrow circle (separately-deaf and hard of hearing children)) along with little-known; children with
intellectual disabilities (dementia) and with insufficient thinking (children with mental retardation) , etc.) with normally
developing children are based on the reasons for the beginning of the creation of new inclusive groups and classes in which
children with developmental disabilities receive joint education and upbringing.
