Abstract

This article is devoted to the interpretation of the provisions of the Constitution of the Republic of Kazakhstan.The
characteristics of public administration and local government are analyzed. The study examined a wide range of powers of
state representative bodies, but in practice they are not an effective tool of local self-government.
