The form of economic management, based on which the property complexes of a municipality are transferred to municipal
unitary enterprises, is extremely inefficient and burdensome for the municipality. After entering into an agreement (contract) with the head of the municipal unitary enterprise, local self-government bodies do not actually have the right to interfere in its economic
activities, except in cases stipulated by the legislation and the company's Charter. Often inefficient management of the municipal
unitary enterprise leads to the fact that the property of the enterprise is described for debts by bailiffs and thus municipal property is lost, and local governments do not have the right to prevent this
