The concept, subject and method of suffrage of the Republic of Kazakhstan and the Kyrgyz Republic

The concept of "selective law" is used in two senses: in objective (positive suffrage) - as a system of legal norms
governing the preparation and conduct of elections to public authorities, and subjective (subjective suffrage) - as the
right of a citizen to elect and be elected to state and local governments. In this article, the authors examine and present a
theoretical view on the concept of "suffrage" and "electoral system."
It should be noted, as the events of recent years in the Kyrgyz Republic show, that the peculiarities of the electoral
system can have great consequences, from the split of the party to the disintegration of the country. The emergence of a
truly democratic electoral system initially pre-assuming the institutionalization of political and legal mechanisms for the
formation of power tools that contribute to the effective interaction of civil society and the legal state. Recently, in
connection with the presidential and parliamentary election campaigns, the scientific interest of researchers to the statelegal regulation of elections has increased, caused by the need for political and legal reform of kazakhstan's electoral
system.
