Introductory speech about the research topic.
There are disabled people in every group of society all over the world, and their number continues to grow. The
reasons for this are different, since disabilities in different countries differ and are explained by different socioeconomic conditions and measures to ensure the well-being of their citizens by the state.
The level of development of this society and the state shows how much more careful and respectful the attitude of
society and the state is to the rights of disabled people. Disability has many characteristic features that have affected the
living conditions of disabled people: ignorance, neglect, prejudice and fear are the social factors that have been and are
an obstacle to the development of the abilities of disabled people and lead to their isolation.
The purpose, main directions and ideas of scientific research.
The authors of the study proposed to move away from the term «disabled person», «disabled child», which is used
only in Russia, Kazakhstan and some CIS countries, replacing it with the term «person with disabilities», «child with
disabilities», raised issues of providing employment and employment of persons with disabilities, proposed legislative
amendments aimed at improving housing conditions and more.
A brief description of the scientific and practical significance of the work.
The legal settlement of «any issue» requires special knowledge in a specific area. The legislative improvement of
the issues of social protection of persons with disabilities requires a special, careful and attentive approach. The topic is
very sensitive.
Currently, the draft Law of the Republic of Kazakhstan «On amendments and additions to some legislative acts of
the Republic of Kazakhstan on improving the quality of life of persons with disabilities» is being discussed and,
gradually, formalized (within the walls of the Senate of the Parliament).
A brief description of the research methodology.
In the course of the research, general scientific theoretical methods were applied. The main method for all the
work was the method of cognition of scientific, theoretical and practical materials, comparative legal, empirical
analysis, as well as quantitative, qualitative and special methods of scientific research.

contribution of this work to the relevant field of knowledge).
As additional opportunities for implementing the legal ideas of the Harm Reduction Concept, it is proposed to
reduce the demand for tobacco, include sugar-containing beverages in the list of excisable goods, limit and regulate the
marketing of food products with a high content of saturated fats, free sugars and / or salt and beverages with a high
sugar content, as well as to limit the volume of advertising, types of advertised product and calls for purchase that are
used to increase the attractiveness of the product.
