Public procurement during the state of emergency

This article describes and analyzes the regulatory framework of the public procurement system in Kazakhstan,
where the centralization process is currently taking place, as well as the role and importance of the organizations
managing it. The author assesses the impact of the law "On Public Procurement", adopted in 2015, and changes to it
during the state of emergency. The article contains an analysis of the potential benefits and risks associated with
further centralization of public procurement under the state of emergency, as Kazakhstan intends to allow the
consolidation of procurement bids from various government bodies and organizations, and identifies the measures
necessary to implement centralization. Finally, the benefits of framework agreements, a tool widely used in public
procurement in OECD countries, are considered.
