LEGAL REGULATION OF THE PROCEDURE FOR CONSIDERATION OF APPEALS OF INDIVIDUALS WITHIN THE FRAMEWORK OF THE APC OF KAZAKHSTAN

The existence of legal norms regulating the procedure for the appeals of individuals to commit legally significant actions by the latter has never been disputed in the science of administrative law. Moreover, the procedure of citizens' appeals has been and remains one of the main types of administrative procedures. Nevertheless, it should be emphasized that the development of administrative and procedural legislation at the initial stage of its development was characterized by heterogeneity of procedural and legal norms, insufficient certainty of regulatory regulation, and in some areas of service to individuals, regulatory regulation was completely absent.
The foreign experience and practice of law enforcement of the Republic of Kazakhstan also indicates the need to analyze the relevant aspects of administrative and legal science related to the procedure of citizens' appeal to an administrative body in modern legal conditions. The main principle of the implementation of the adopted Administrative Procedural Code is the priority of protecting the rights, freedoms and legitimate interests of citizens. To this end, it is necessary to study in depth the implementation of the proclaimed principle.
