Genesis of legal regulation of the sphere of public procurement and placement of orders for works and services in the Republic of Kazakhstan and abroad

Abstract

: The work carried out a study of the historical legal regulation of the sphere of public procurement and the placement of orders for the performance of works and services in the Republic of Kazakhstan and abroad. The author analyzed the fundamental legal acts of the USA, EEC, EU and the Republic of Kazakhstan in the field of public procurement, on the basis of which a retrospective of the development of legal regulation in this area, both in the Republic of Kazakhstan and in the world as a whole, was characterized. The author noted positive trends in the development of the modern public procurement system in the Republic of Kazakhstan, the use of modern technologies, and increased control by the state. Based on the research, the author substantiates the prospects for the development of the domestic public procurement system in its increasing technologization, improving the electronic procurement system, reducing the time between stages of the process, in order to speed up the receipt of necessary goods, works and services in the interests of the state and the population.
