CURRENT ISSUES IN THE ENFORCEMENT OF ADMINISTRATIVE FINES IN THE REPUBLIC OF KAZAKHSTAN

This article is dedicated to analyzing the current issues associated with the process of collecting administrative fines in the Republic of Kazakhstan, as regulated by the Code of Administrative Offenses. The article provides a comprehensive analysis of the legal framework governing the imposition and enforcement of fines, as well as examines the consequences of non-compliance, including the application of compulsory enforcement measures within the framework of executive proceedings. Key problem areas identified include the suboptimal level of fine collection due to the population’s insufficient legal awareness, deficiencies in the system of informing debtors, and limitations in the effectiveness of enforcement authorities. Furthermore, the article analyzes the practice of evasion of fine payments by legal entities and highlights the presence of legal conflicts and ambiguities in regulatory procedures. As potential measures to improve the situation, the article proposes enhancing mechanisms for legal education of citizens, intensifying the activities of judicial enforcement officers, and tightening liability for evasion of administrative penalties. The conclusion emphasizes the necessity of developing and implementing a comprehensive approach to reforming the administrative fine collection system, which is expected to contribute to strengthening the rule of law and increasing public trust in state institutions.Начало формы
