The article examines the role of financial institutions in the financial-industrial groups (FIG), the effectiveness
of the participation of commercial banks in the activities of FIG. The study showed that in modern science the
experience of creating FIGs is well studied, but in practice such forms of cooperation are used very rarely. The main
reason for the low development of this institution in the activities of institutions is the initiative of financial institutions
and institutions of various forms of ownership that are interested in a reasonably profitable investment of money. The
result of the study proposed a scientific and theoretical justification for increasing the motivation of institutions in the
creation of financial-industrial groups with the participation of second-tier banks. This result is based on the provisions
reflecting the positive and negative aspects of the creation of a FIG, a SWOT-analysis of the formation of a FIG with
the participation of second-tier banks and the rationale for creating associations in Kazakhstan with commercial banks
as an effective tool for mobilizing financial resources
