Abstract

The Constitution of the Republic of Kazakhstan is the main document that establishes constitutional guarantees of freedom
of thought and religion. It is obvious that these guarantees are covered by the constitutional norms of article 22 of the Basic
Law of the Republic of Kazakhstan concerning freedom of conscience. In this regard, the state should, first of all, ensure the
implementation of religious legislation. One of the most important documents in the protection of human rights and freedom
of religion was the “Universal Declaration of human rights”, adopted by the UN General Assembly on December 10, 1948.
Article 2 of the Declaration States that belonging to religion does not constitute grounds for discrimination, neglect or
restriction of any human or civil rights. Religion or belief both individually and collectively, in public and in private, in
teaching, worship and performing religious and ritual ceremonies
