Adaptation of the best practices of medical care in institutions of the penitentiary system

This article shows the foreign experience of adapting recognized international standards to the work of the
medical service of the Committee of the Penitentiary System of the Ministry of Internal Affairs of the Republic of
Kazakhstan.
The purpose of this study is to determine the best practices for medical care in the institutions of the penal system.
Research in this area leads to the question of the effectiveness of the principles of equivalence, integration,
adequacy, clinical independence, respect for the rights of the patient. It is postulated that preventive work and
therapeutic measures carried out by medical workers are mandatory. Reformatting (digitalization) of the medical
services management subsystem in the institutions of the Ministry of Internal Affairs with their transfer to the system of
the Ministry of Health is required.
A detailed analysis (monitoring) of national and foreign practice made it possible to show individual advantages
and problems: gaps, conflicts, outdated norms of "sovereign" law in order to minimize inadequate legal consequences
when applied.
It was proposed to study the issue of integrating the legal model of management of the prison health service into
the structure of the Ministry of Health.
The practical significance of this study is that the proposed options optimize individual business processes of the
national penitentiary medical service and significantly bring Kazakhstan closer to the best practices of the countries of
the European Union.
