Legal support for the development of entrepreneurship in the national health system: legislative review

Abstract

In the article, the authors conducted an overview of the current legislation, as well as studied the mechanism of providing opportunities for the development of entrepreneurial activity in the healthcare system of the Republic of Kazakhstan.

The purpose of this study is to determine the level of «sufficiency» of legal security and the effectiveness of the opportunities offered by the state to carry out entrepreneurial activities in the domestic healthcare system. In order to achieve the key objectives of the study, international experience was studied, state policy was analyzed in terms of ensuring equal opportunities for the private and public sectors in the medical services market.

The conducted analysis gives the authors a reason to conclude that entrepreneurial activity in the field under consideration receives sufficient support, both from the legal side and from the strategic policy of the Republic of Kazakhstan. The authors also state the fact that private medical organizations are full participants in the medical services market and have sufficient potential for further growth.

However, there are problems that, with certain changes in the current legislation, can be solved and will be able to give a new impetus to the development of entrepreneurial activity in the current healthcare system of the Republic of Kazakhstan.
