VISION ZERO STRATEGY AND TRAFFIC SAFETY IN THE REPUBLIC OF KAZAKHSTAN

Abstract

Abstract. In 2020, the United Nations General Assembly acclaimed the years of 2021 – 2030 as the Second Decade of the traffic safety action program. The main aim of the Decade is to reduce the rates of deaths and injuries resulted from traffic accidents by at least 50 percent within the proclaimed period. By the example of specific crossroads, we have presented the results of operation of an unmanned aerial vehicle and application of the Agisoft Metashape software in order to analyze road traffic management. There are examples of incorrect operation of a photo and video recording system given in the paper. Such incorrect operation of the system is mostly connected with improper use of technical means of road traffic management. The quantity of fines for traffic violation in the Republic of Kazakhstan and their impact on the general level of traffic safety have been analyzed. There is a criminological structure of personality of a traffic violator given in the paper. We have obtained evidences of the fact that the number of administrative fines does not lead to an improvement of traffic safety and reduction of the death rates connected with traffic accidents. The use of the Vision Zero strategy in different countries has been analyzed. We propose to establish a coordinating center, which could systematize facts of improper road traffic management for the purpose of future public prosecutor’s supervision over observance of adherence to the rights and legally protected interests of members of the general public. The results of the research could be used to develop measures to improve road traffic management at objects of street and road network, eliminate deficiencies in the operation of the photo and video recording system, as well as to protect legal rights of road users.
